| In Gujarat, the fifth round of panchayat elections was held in Gujarat during December 2011. In the earlier rounds we used to conduct a state wide Pre-Election Voter’s Awareness Campaign which has now been discontinued due to lack of resources. In the 22 panchayats where we are working intensively, in Ahmedabad and Sabarkantha districts, the prospective candidates were supported in filing election forms through awareness meeting and hand holding support. 28 candidates in Kehdbrahma and 10 in Dholka were helped in filling forms; while in Singarva village of Daskroi an awareness meeting was organised in which 50 women participated. Three one day orientation training of newly elected panchayat representatives was conducted on the Panchayati Raj Act and prepare them to be involved in our initiative on social accountability. In |

| these training there were 82 participants including sarpanch, members of SJC committee, ward members and community leaders. The fifth Lok Vacha bulletin was published focusing on the responsibilities and roles to be taken up by the newly elected panchayat representatives. In these panchayats an exercise was undertaken to update the data of basic services and promote social accountability. An action plan was developed and followed up for each of the panchayats on issues of anganwadi, PHC, primary school, MGNREGS and PDS. In Dholka and Khedbrahma the issue of irregularity of ASHA workers and inaccessibility of PHC services was taken up with respective Block Health Officers. In Dascroi taluka, the issue of non accessibility of social security schemes by poor household was taken with up with the Social Defence Officer (SDO) and Collector. A visit to Chenari in Bihar was made to understand and document social accountability initiatives by Jan Adhikar Kendra working on issues of accessibility of primary education and PDS by dalits. |

| Social Audit and Grievance Redressal under MGNREGS in Gujarat |
| With the support of the Rural Development Department, GoG the third phase of conducting social audit and grievance redressal has been initiated under MGNREGS. The recruitment process of team members – District Level Monitors (DLMs) and Zonal Coordinator for the project was undertaken. A total of 19 DLMs have been recruited and are placed at their respective DRDA offices. Their induction programme was undertaken in two batches of two days each. In context of upcoming social audit campaign (April 20 – May 20, 2012), preparatory work in terms of identification and verification of Training Resource Group (TRG) members and planning for trainings at taluka / district level was undertaken in collaboration with the district and taluka officials. A training of DLMs was undertaken during March 29 – 31, 2012 for preparation of social audit campaign and TRG trainings. Through the telephone helpline 110 new grievances were registered during the reporting period. Since October 2010, we have received a total 913 grievances have been registered out of which 548 have been redressed. |
