SOCIAL INCLUSION AND EMPOWERMENT
In collaboration with Tribal Development Department, Government of Gujarat, effort is being made to provide quality English learning to tribal students through SATCOM. This experiment will open doors for new forms of learning with high outreach. The programme has tried to address the various issues related with distance learning and there is a monitoring mechanism in place.
110 teachers from 14 districts have undergone two rounds of orientations to get acquainted with the approach of the programme and their role. Curriculum for the Bridge Course of 26 sessions for students of class 8 has been developed after intensive assessment of field realities and with guidance from experts. The one-hour sessions contain stories, rhymes, exercises and are supplemented by illustrated workbooks. Till date 9000 copies each of the first two workbooks have been printed and disseminated. CDs of rhymes used in the sessions were also disseminated to the schools to help students learn after programme hours. After a dry run period (14th - 23rd Dec’09) to assess and address issues related to programme relay, transmission of sessions started from 18th Jan’10. Team members undergo regular capacity building for innovative curriculum development. Experiences of teaching through SATCOM were shared in a workshop on ‘Harnessing ICTs for Education: Creating Opportunities for the Next Generation’.
 
Capacity of local civil society organisations in three districts of Western Rajasthan is built to organise and mobilise dalits to raise issues of atrocities, discrimination and entitlements.

The issues are raised by dalit men and women groups formed at the village level and federated at the block level and support is provided to them in the form of counselling and legal guidance The initiative has completed 10 years. The current initiative has been remodelled as per the recommendations of an external evaluation of the programme carried in October’09 that recognised the strength of people’s organisations and institutional support system for long term rights based engagement. To enable effective implementation of the new Police Act 2007 that has several provisions for community participation, transparency and accountability, a workshop was organised on 27th Mar’10 at Jodhpur in collaboration with Commonwealth Human Rights Initiative, New Delhi. 20 NGO staff, 5 lawyers, 4 media persons and 3 activists participated.
 
In Gujarat primarily civic engagement is being promoted for enhancing opportunities for persons with disabilities. UNNATI is partnering with 19 development organisations on the issue of mainstreaming disability. Visits were made to 7 organisations working with children with mental disabilities to identify existing mental health services. In collaboration with Blind Peoples Association, capacity building support for functional assessment of children and preparing individual education plan was given to two organisations. Appropriate linkages were provided for technical services to children at these centres. A 3-day ToT was conducted for a multi-stakeholder group comprising of architects, engineers, designers, NGOs, rehabilitation institutions and persons with disabilities to help understand various aspects of accessibility and universal design. It was facilitated by Samarthayam, a Delhi based NGO working specifically on accessibility issues.
